Job Responsibility
1、Draft, adopt and implement the development of company procurement strategy and yearly budget.
2、Sourcing for the Chinese & overseas suppliers according to company’s  procurement  strategy and project requirement 
3、Collect market information, prepare purchase plan and policy and report to management  level.
4、Responsible for continuous cost down project to achieve company and project budget.
5、Identify best supply solution, considering total cost, quality, leadtime, supply chain and commercial terms.
6、Oversee and supervise the whole purchase process to ensure the process compliance, timely delivery as well as quality requirement at reasonable price.
7、Preparing the commercial evaluation and hosting the commercial negotiation and submitting for relevant committee approval, and coordinate the technical clarification/bidding/evaluation.
8、Close and swift communication with suppliers. Make sure the supplier has understood and can implement and realize requirements based on technical, commercial and other documentation. Manage the supplier information and keep long term strategy relationship with major suppliers.
Qualifications & Requirement
1、At least 10 years procurement working experience and 5 years above management xperiences, with working in a key EPC chemical industry company or designing institute, familiar with equipment such as boilers, turbines, cooling tower, pressure vessels, heat exchangers, pumps, valves and so on.
2、Major in mechanical, chemical industry with engineering background;
3、Outstanding negotiation skills. Ability to find most rational way and resolve conflicts to reach win-win solutions.
4、Fluent English and strong oral and written communication skills.
5、Experience for international project is a plus.
6、Results driven, pro-active, persistent and a positive can-do attitude. Strong sense of urgency and dedication to meet dead-lines.
7、Able to travel as per business requirement.
8、Absolute integrity.
